Sealed tenders are hereby invited by the Society from eligible and qualified contractors having adequate technical expertise, resources, and experience in execution of works of similar nature and magnitude, for carrying out repair, waterproofing, painting, and allied works to the buildings and common areas of the Society, as detailed in this Tender Document.
The Tender is issued and administered through Hi-Tech Consulting Engineers India Private Limited, appointed by the Society as Project Management Consultant (PMC).
The PMC shall act on behalf of the Society for preparation of tender documents, administration of the tendering process, evaluation of technical and financial bids, and contract administration in accordance with the provisions of this Tender Document.
The detailed scope of work shall be as per the Financial BOQ, and the technical specifications and execution methodology shall be as described in Section 7 – Technical Specifications & Methodology.
All project-specific particulars, commercial terms, financial requirements, tender schedule details, and procedural information including tender availability, submission date and time, submission venue, tender cost, Earnest Money Deposit (EMD), and tender validity period are specified exclusively in Section 0 – Tender Particulars & Key Data, which shall form an integral part of this Notice Inviting Tender.
Eligibility and pre-qualification requirements for participation in the tender are detailed in Section 4 – Eligibility & Pre-Qualification. Only those tenderers who satisfy the prescribed eligibility criteria shall be considered for evaluation.
Submission of a tender shall be deemed to constitute unconditional acceptance by the tenderer of all terms, conditions, specifications, and requirements contained in this Tender Document.
The Society reserves the right to accept or reject any or all tenders, to annul the tendering process, or to reject any tender, without assigning any reason whatsoever and without incurring any liability to the tenderers.
In the event of any inconsistency between this Notice Inviting Tender and other parts of the Tender Document, the provisions of Section 0 – Tender Particulars & Key Data shall prevail.

Pre-Qualification & Eligibility Criteria
Only those tenderers who satisfy the following eligibility criteria shall be considered for evaluation. All documents must be submitted as per the requirements specified in the tender document.
Minimum ₹1 Crore (1,00,00,000) Net Worth/Solvency Certificate from a Scheduled Bank
Minimum 30% of the estimated tender value as average annual turnover during the last three financial years
Option A: Three (3) similar completed works, each of value not less than 20% of the estimated cost put to tender by the Bidder
Option B: Two (2) similar completed works, each of value not less than 25% of the estimated cost put to tender by the Bidder
Option C: One (1) similar completed work of value not less than 40% of the estimated cost put to tender by the Bidder
Note: Similar works include repair, waterproofing, painting, and allied works in residential buildings.
Permitted with proper documentary evidence and authorization
NOT ALLOWED to bid. Only single entities fulfilling all eligibility criteria independently are permitted.
All eligibility documents must be submitted along with the technical bid. Failure to provide any of the required documents will lead to disqualification.
The PMC reserves the right to verify all submitted documents and seek additional clarification if required.

Hi-Tech Consulting Engineers India Pvt. Ltd. has been appointed by Oberoi Springs CHSL as the Project Management Consultant (PMC) for this tender process.
The PMC is responsible for the preparation of tender documents, administration of the tendering process, evaluation of technical and financial bids, and contract administration.
